| Work Scope |
- To provide cost estimating, cost management and monitoring, quantity surveying services to the PML project team in support of the project through the FEED, Detail Design, Fabrication, and Installation/Commissioning phases
- To develop CAPEX and OPEX cost database as reference for project economics, benchmarking and contract negotiation purposes
- To be a member of bid evaluation team and provide advice on costing
- To act as focal person in preparation of Work Program and Budget for project
- To assist Delivery Units (FPSO, WHPs and infield flowlines) in managing and monitoring cost during pre-execution and execution phase
- To support Project Manager in project cost management by preparing Cost Report and highlighting areas of concern regarding Approved Contract Value (ACV) and Approved for Expenditure (AFE) status.

| Requirements |
- Minimum 12 years experience with an Oil and Gas consultant or EPC contractor or Production Sharing contractor focusing on cost engineering or quantity surveying with a high degree of the time spent in the FPSO conversion, fabrication and installation phases of FPSO and/or offshore projects.
- Comprehensive experience in preparing cost estimates for offshore projects as required during the design, conversion and fabrication and installation phases
- Comprehensive understanding of cost engineering methods and benchmarks used in offshore facilities
- A detailed understanding of the cost element components of an offshore project with respect to detail cost engineering knowledge for projects including FPSO
- Detailed understanding of how engineering design cost estimates are prepared and the relationships with technical definition and estimate accuracy
- A detailed knowledge of cost engineering techniques with respect to estimating and cost reporting/monitoring techniques for offshore projects and QS techniques with respect to estimating and earned value of work assessment.
