Brief Company Introduction

Our client is a joint operating company. They are responsible to conduct petroleum operations on behalf of the Production Sharing Contractors in offshore East Malaysia. In fulfilling the role and responsibility of the operator, they aspires to be a high performing joint operating company and currently they are searching for talent to join their workforce.

Work Scope
  • Ensuring proper and smooth execution of all Quality related activities for Development Project, in order to ensure project is meeting the specified standards and requirements. This can be done by:
  • 1. Reviewing all quality related procedures, ensuring the availability and compliance of these procedures
  • 2. Managing and supervising all QA/QC activities at consultant offices, vendors’ premises and fabrication yards
  • 3. Managing and supervising QA/QC inspection Team
  • 4. Conducting failure investigations if required
  • 5. Planning and performing quality audits
  • 6. Providing advise and resolving all quality related issues.
  • To provide expertise in the areas of Quality Assurance/Control, material selection/application, corrosion protection/prevention, welding quality, heat treatment, and inspection during project activities covering design, procurement, construction and commissioning.
  • Review QA/QC related procedures e.g. Welding Procedure Specifications (WPS), Inspection Test Plan (ITP), Non Destructive Procedures (NDT) etc.
  • Evaluate and provide feedback on contractor’s quality performance.
  • Conduct failure investigation works, plan testing/inspection and evaluate results and provide recommendations.
  • Establish informative database and provide technical input to Parent Departments related to materials, corrosion, heat treatment, weldability, NDT, Inspection, testing and commissioning of vessels and process facilities.
  • Provide total technical integrity solutions and expertise through technical review/compliance check and specialized studies; and continuously assess and enhance facilities design concepts, strategies, philosophies, standards and specifications.
  • Acquisition and application of new technology for effective cost optimization that suit the project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and to select appropriate development solutions if proven technology is not available.
  • Technical integrity check of project deliverables carried out by staff and project teams through execution of QA/QC functions, by means of Hazard and Operability Study (HAZOP), Peer/Line Review, Project Integrated Review (PIR), QRA, Project Risk Assessment (PRA) in compliance with PETRONAS Technical Standard (PTS); international codes and standard, and best practices; local authorities or government regulations. This scope includes validation of all designs, calculations, and scope of work, specifications, bill of quantities, drawings and reports.
  • Manage and coordinate all Project QA/QC activities at Fabrication yards and Vendors’ premises (Domestic and Overseas).
  • Manage and supervise Project QA/QC Team.
  • Monitor and supervise contractors’ QA/QC activities to ensure compliance to project requirement.
  • Ensure project compliance to local and statutory requirements.
  • Project Milestones/Target is a national commitment to meet gas supply to MLNG. Thus QAQC issues to be resolved immediately in order not to jeopardize or affect other activities which will have major impact on overall project schedule and cost.
  • Managing so many QAQC activities at various locations during project execution with limited number of experienced QAQC personnel available in the market
  • Having to cope up with QAQC activities for all disciplines such as Pipeline, Structural, Piping, Painting and Coating, Electrical, Instrument, and Mechanical
  • Mobilizing very experience QAQC personnel to handle the respective activities
  • Proper planning on the manpower/resources to ensure good coverage at all locations
  • Mobilization of full team of inspection personnel to cover all disciplines
Requirements
  • More than 8 years as QA/QC Engineer in Oil and Gas Industries, with more than 5 years in Fabrication of Offshore Facilities. Incumbent should be well versed in welding Codes/Standards, Materials Identification and Corrosion Control.
  • AWS Welding Certifications / ASNT and Lead Assessors Certifications will be an added advantage.
  • Good interpersonal and self motivated.
  • Strong written and oral communication skill
  • Ability to work at remote locations onshore and offshore with adverse conditions, for very long period
  • Ability to move around on different work locations
  • Good knowledge and experience on multi disciplines inspection requirements and activities.
Qualifications
  • Bachelor Science in any Engineering Disciplines from recognized Universities, preferably in Mechanical/Civil/Material Science
