Brief Company Introduction

Our client is a joint operating company. They are responsible to conduct petroleum operations on behalf of the Production Sharing Contractors in offshore East Malaysia. In fulfilling the role and responsibility of the operator, they aspires to be a high performing joint operating company and currently they are searching for talent to join their workforce.

Work Scope
  • Senior Metering Engineer
  • Responsible to provide technical input and direction in developing and manufacturing the project metering packages. The metering responsibility includes Ultrasonic Meters for gas, to a tolerance of +/-1% and measurement data and software to allocation standard level. Export measurement of oil and condensate will be by prover loops and auto sampling.
  • Responsibilities also include interfacing with others, to monitor the design, engineering, procurement, manufacture, installation, testing, commissioning, start up & early operations training/support of the metering/measurement system for the project and to ensure that the metering philosophy/design basis & system itself are delivered in compliance with Malaysian & regulatory requirements.
  • Familiar with ultrasonic flow meter packages for gas measurement and have experience manufacturing, developing and testing the hardware and software to achieve custody standard results.
  • Familiar with liquid measurement prover loop packages and have experience in manufacturing and testing the hardware and software to achieve custody standard results.
  • Manage and control the allocated budget and deliverables for the metering/measurement packages. Advise PMT early of risks and issues that may effect cost or schedule targets and pro-actively seek solutions and mitigation steps.
  • To provide inputs and arrange for vendor data to support company representatives in the Metering Task Force, who will develop level two hydrocarbon allocation system for project.
  • Work with PMT and Detailed Engineering contractor in the exchange of design information from the metering/measurement packages.
  • Closely monitor design contractors to ensure compliance with technical contractual requirements and with data reliability.
  • Facilitate the smooth incorporation of design and safety review findings into the ongoing design with minimal disruption and cost impact for the metering/measurement packages.
  • Plan and provide inputs in developing a complete listing of all metering/measurement deliverables required from the design contractor and from the vendors for execution of the construction and commissioning activities.
  • Review and approve plans by metering contractors to ensure that the equipment is delivered, installed, hooked up and commissioned with minimal issues and in accordance with approved project schedules.
  • Include operations in relevant metering/measurement reviews and decision making, to ensure an operable design and facilitate a smooth handover process.
  • Assist with the preparation or inputs into operations training programs developed to ensure that production operators are adequately prepared to operate the facilities for the metering/measurement packages.
  • Assist with the production of maintenance and sparing plans for the commissioning and production phases. Ensure that metering/measurement portions of the production and maintenance manuals are produced and that all measurement/metering packages documentation is handed over in a timely and orderly fashion.
Requirements
  • Experience in metering/measurement system design and implementation. Working for a major oil company or major engineering contractor is highly preferred.
  • Strong, proven technical/engineering skills in Metering Engineering Design.
  • Ability to interface with ethnically and culturally divers teams and be cognizant of budget and scheduled constraints.
  • Ability to motivate and manage contractor personnel from a position of influence. Able to organize priorities and resources to maintain progress and schedules.
  • Strong written and verbal communication skills to guide project engineers and Interface with contractors and their sub-contractors. Ability to monitor work and provide reports on progress.
  • Required to contribute in a productive, positive, and professional manner within a team environment.
  • Awareness and commitment to Company safety and HSE policies is a requirement of employment.
  • Required to exhibit a wide general knowledge of equipment instrumentation, manufacturers and system suppliers. This covers the whole range of project requirements including implementation of external specialist study work where required.
  • As well as core design and engineering skills, practical knowledge is required of the above systems to the extent that he/she is familiar with configuration, fault finding and commissioning.
  • Large, integrated project experience in an international setting. Ideally, Incumbent will have held similar project role on at least one major project where the topside facilities exceeded 10,000 tonnes dry weight demonstrating his knowledge of the above systems. Also electrical operational experience is preferred in order to feed field experience back into the project.
Qualifications
  • Bachelor of Science degree in Electrical, Electronic Engineering or a closely related discipline with professional membership involvement.
