Work Scope
  • NATURE AND SCOPE
  • Assume the position as Company’s process safety and loss prevention technical expert and to oversee and assist in the execution of the FEED, detailed engineering design, procurement, fabrication, hook-up and commissioning of offshore oil and gas production and processing facilities. Scope to include oversee and appraise the performance of the design work, provide assistance, feedback and lesson learnt.
  • Provide technical expertise and assist other Section/Department of the organization in the area of his expertise.
  • ACCOUNTABILITIES/RESPONSIBILITIES
  • Participate in the conceptual studies, basic engineering assessment to ensure that these are completed timely and the facilities meet the minimum safety standards and optimized.
  • Assist in the procurement of equipment to ensure that due considerations on process and equipment operational safety be included.
  • Assist in the compilation of the ITB and contracting during the execution of the project in a timely manner and that all process safety and loss prevention matters are given adequate attention. Oversee, liaise and supervise the performance of the work to ensure the project is designed and executed safely, within budget, timely and meeting the technical requirements. Assist Operations in the start-up of the facilities and during the early phase of operating the facilities.
  • Technical safety design including HAZOP, HAZIP,SIL, but also FEA,EMERA,TRIA, QRA, Dispersion issues and SIMOP issues
  • PFP Requirements, ESSA, Ship Collision,Design & Operating Safety Cases, Dropped Onject, Assurance & Verifications
  • CFD Explosion Analysis Anaysis, Noise Study, Vibration Induced Fatugue study, Health Risk Assesment and others related to Platform study
  • ACTIVITIES/TASKS/DUTIES
  • Ensure that the process systems’ design, procurement and construction activities for the project are conducted safely and the installed facilities are safe to operate.
  • Develop and compile the invitation to bid (ITB) packages for the project. Assist in the contract evaluation. Oversee and supervise the performance of the design. Primary focus shall be on facilities safety and loss prevention during the execution of the project.
  • Conduct HAZID, HAZOP and other risks assessment to ensure that the risks are appropriately managed and that the project team is fully appraised of the safety risks involved in all phases of the project and actions are appropriately taken to minimize these risks to as low as reasonably possible. Constantly review the safety performance of the project and to ensure that feedback and actions are being taken to improve their performance.
  • Liaise with the client to resolve any matters related to facilities and project execution safety.
  • General project reporting
Requirements
  • More than10 years of process safety and loss prevention experience in the design and operations of offshore oil and gas development projects of which 5 years must be directly involved with process safety, loss prevention and safety engineering for major offshore oil and gas production and processing projects.
  • Possess good knowledge and familiar with the codes and standards pertain to facilities and work safety. Able to independently conduct HAZOP, HAZID and other risks assessments, and formulate action plans to risks.
  • Possess good communication skills and good command of English. Must have good interpersonal skills and able to work independently and with little supervision.
Qualifications
  • An engineering degree in Mechanical or Chemical Engineering from a reputable tertiary institution.
