Brief Company Introduction

Our Client is a MNC which operates at the forefront of the O&G industry.

They are involved in the exploration and production of oil and gas and currently looking for an Offshore Plant Manager to join their team.

Work Scope
  • Responsible for overall offshore execution including planning, execution strategies, hook-up strategies, commissioning completeness and assist operation in introduction of gas, oil or water.
  • Responsible to provide leadership and direction to the project execution team and set the safety standards and be primary driver in offshore execution.
  • The position is classified as HSSE critical; he/she is expected to complete all the mandatory HSSE training timely as required by the organization from time to time.
  • Should also play role as Mentor to train Malaysian Commissioning Engineer and increase their competency.
  • Ensuring a flawless start up of the newly constructed / rejuvenated facilities.
  • Ensure that Construction and Commissioning is completed satisfactory and perform final handover to Offshore Installation Manager as part of readiness of start-up.
  • Ensure that statement of fitness, all start-up audit findings are closed and risks mitigated for a safe start-up.
  • Ensure safety job is no. one.
  • Confirm that All safety critical Elements together with their Performance Standard have been identified and documented with their life-cycle assurance activities.
  • Lead Commissioning Engineer shall ensure Commissioning is completed Offshore Plant Manager is to ensure all readiness such as procedure, commissioning system, start-up plan, ramp-up plan, blending plan, HAZOP/HAZIP, are in place, prior to handover to Offshore Installation Manager.
  • Plays a role in verifying all punch-list are classified based on Commissioning and Handover.
  • Endorse Commissioning Manual and Acceptance Criteria on accuracy and completeness, prior to handing over to Offshore Installation Manager.
  • Leads the start-up team with Offshore Installation Manager, where Offshore Installation Manager is supported by Operations team and Offshore Project Manager is supported by Commissioning team.
  • Provides guidance in resources planning such as offshore resources, construction sequences and execution strategies.
  • Experiences with Project Completion Management system such as Commissioning Completion Management System, will be of added advantage.
  • Focal person (on project role & execution) during offshore Hookup & Commissioning.
  • Able to lead and manage a team of multi discipline commissioning engineers, package engineers, yard commissioning engineers, hook-up contractor, technician and vendors.
  • Able to manage commissioning activities at different phases of project., the work location initially would be at the fabrication yard and later in offshore waters.
  • Able to interface with Operation on start-up mode
  • Able to hand over facility Asset with Zero (0) punch list desired.
  • Overall joint responsibility with Offshore Installation Manager.
  • Overall operations management (from project perspective) and final execution of project deliverable prior to introducing of hydrocarbon, oil or water.
Requirements
  • Effective communication, interpersonal, and leadership/influencing skills.
  • Computer literate and proficient in MS Office. Experience in planning software, Primavera would be advantageous.
Qualifications
  • Min BTEC Higher national Diploma in Oil/Gas management.
  • Or Offshore Installation Manager Competency accredited by BTEC, UK
  • Minimum working experience 25 years in O&G with more than 10 years as Offshore Installation Manager in any facility.
  • Minimum of 10 years hand on Experience in O&G Facilities Pre-Commissioning, Commissioning and startups, including new projects, after maintenance completion or after major incidents.
  • Excellent experience in following process is desired: i) Hazard Effect management Process ii) HAZOP/HAZIP iii) Matrix of Permitted Operation iv) Safety Integrity of facilities v) Incident Investigation Reporting vi) Asset Integrity Process Safety management vii) Project to Asset Handover
  • Have an excellent understanding of SIMOPS philosophy/concept
  • Have HSSE competence in the following i) Provide Leadership in HSSE – Skill ii) Prepare Effective Management of HSSE Risk – Skill iii) Apply effective management of HSSE Risk - Skill
